Program Note
Comedy in Korean cinema has never been very successful in conveying a political consciousness. The same dilemma awaits this film as probes into the true meaning of transcending the status of "third rate."
Seoul seems to be the capital of third rate hooligans. Bully Suh Tae-Ju, prosecutor Ma Dong-Pal, and cheesy poet Rengbo are the characters in this satire. Suh Tae-Ju is adamant that he is ′number two′ rather than the ′number three′ that everyone sees him as. His ultimate dream is to become is to become number one. Meanwhile Rengbo teaches Suh′s wife poetry, but his real dedication is frequenting motels with her. These three characters set the example of life′s paradox in which in which their idea of being "the best" is actually "the worst."
A comic version of the gangster genre, this film and its use of rhetorical dialogue provides a few humorous punches on social issues that have never been quite brought to attention before. (Lee Sang-Yong)

Song Neung-Han
Born in 1959, Song graduated from prestigious Seoul National University and began his career as successful screenwriter, having written My Daughter Saved From the Mire(1987), The Tae Baek Mountains (1993) and The Boss (1996). He received Best Screenplay Award in 1995 and made his directing debut with the smash, [No.3] (1997). [Segimal] is his 2nd feature.
